HB0034 - Applied Technology Education Governance

State Impact:
This bill creates a new applied technology education governance structure (the Joint Applied Technology Education Council or JATEC). The bill establishes nine regional boards to administer to the affairs of non-credit applied technology education. Total operating expenditures for 2 staff employees, travel expenditures, current expense and lease space, is estimated at $205,000. These costs may be transferred from Public Education's support of the Joint Liaison Committee (JLC) based on using replacing the functions of the JLC by the JATEC. Per diem and travel expenditures for the nine regional boards and JATEC will cost $40,000. Funding for applied technology education delivered in eight regions by ATCs, and ATCSR should be appropriated to the eight ATE regional boards. In addition, the funding for secondary students at Snow South should be appropriated to the Central Regional Board.
