Fiscal Note

HB0039 - Penalties for Traffic Offenses

State Impact:
While the fines thermselves are not reduced, the reduction of certain traffic offenses from misdemeanor to infraction may reduce the collection of fines and surcharges. Since infractions are not jailable offenses and fewer warrants will be issued, therefore lower collection rates can be anticipated. These reductions, however, may be offset by other collection mechanisms such as those used in West Valley under traffic decrimninalization. The nature and scope of these losses and offsets cannot be estimated at this time.
Individual and Business Impact:
Drivers violating less serious provisions of the traffic laws will see their records reflect a lesser penalty.
