Fiscal Note

HB0154 - Radiation Control Act and Amendments

State Impact:
Provisions of this bill require the State to assume ownership of fifty acres of land in Tooele County upon approval by the Legislature and the Governor of the commercial radioactive waste disposal facility's request to dispose of Class B and C low level radioactive waste. It is estimated to cost $25,000 from the General Fund for legal services for the Division of Facilities Construction and Management to complete the transaction. It is anticipated that a perpetual care fund of no less that $10,000,000 would need to be established to entice the Department of Energy to accept ownership of the site as required in the bill. It is not know when or if the legislature and the governor will give approval to dispose of Class B or C radioactive waste. When these funds will be needed is dependent on that action. There is a possibility that this could happen in FY 2002 and require these funds or approval might not be given and not require funding.

Individual and Business Impact:
Whatever the current owner values the land required by the bill to be transferred for no cost would be lost to the owner.
