Individual, Business and/or Local Impact:
Individuals involved in operating vehicles without being granted permission to operate a motor vehicle will have their vehicles seized. This could lead to as much as $5 million in revenue for businesses that are involved with the impounding. Localities may experience increased revenue and enforcement costs.
