HB0298 - Motor Vehicle Safety Inspection Amendments

State Government (UCA 36-12-13(2)(b)):
Enacting this bill will reduce Department of Public Safety costs by about $1.3 million in ongoing dedicated credits beginning in FY 2013. Eliminating vehicle safety inspection requirements will also reduce dedicated credit revenue to Public Safety by about $1.4 million and to the Transportation Fund by about $2.3 million. Registration fees will increase by $1.50 per vehicle generating $3.25 million. Of this amount, about $1.3 million will go to the Transportation Fund Restricted - Public Safety Account for Highway Patrol costs and $1.95 million will go to the Transportation Fund. The net effect is a revenue decrease to the Transportation Fund of $364,000 ongoing and a net decrease in dedicated credits of $87,000 ongoing.

This bill likely will not result in direct, measurable costs for local governments.

Direct Expenditures by Utah Residents and Businesses (UCA 36-12-13(2)(d)):
Enacting this bill will save individuals $17 per safety inspection per vehicle. The total impact is an estimated ongoing savings of $30.1 million beginning in FY 2013. Of the total, $26.4 million would be a revenue loss to safety inspection businesses. In FY 2013, individuals will pay $1.50 per vehicle per year more in registration fees for a total impact of $3.25 million.
