State Government (UCA 36-12-13(2)(b)):
Enactment of this bill could cost the Governor's Office of Economic Development $20,000 from the General Fund to provide training on the use of navigators through Avenue H. Costs to the Department of Insurance for implementation of a rule related to the provisions of the bill would be $5,000 from the Insurance Department Restricted Account. If plan management is required there could be additional costs to the Department of Insurance. These costs are indeterminable at this time. The costs could be offset somewhat by the fees authorized in the bills. Until the fees are set through the rate process the actual revenue generated will remain unknown. Spending from the Insurance Department Restricted Account affects annual transfers to the General Fund. Enactment of this bill also appropriates $30,000 one-time to the Senate and $52,000 one-time to the House of Representatives for the Health Reform Task Force.

Local Governments (UCA 36-12-13(2)(c)):
Enactment of this bill likely will not result in direct, measurable costs for local governments.

Direct Expenditures by Utah Residents and Businesses (UCA 36-12-13(2)(d)):
Enactment of this bill could cost Avenue H carriers between $4,000 and $8,000 to change information technology systems to allow for vision and dental benefits. To the extent that these costs are passed on to consumers there could be increased premium costs. Individuals seeking licensure under the navigator licensing provisions could see increased costs. The actual cost will be dependent upon the fee set by the Department of Insurance.
