HB0313 - Rights of Parents and Children Amendments

State Government (UCA 36-12-13(2)(b)):
Enactment of this bill will create additional workload and associated total ongoing costs of $3,068,700 from the General Fund for the following agencies beginning in FY 2014. Individual agency estimates are: 1. Courts - $1,331,100 - for judge/clerk time and jury expenses, 2. Attorney General - $950,200 - for attorney representation, and 3. Guardian ad Litem - $787,400 - for attorney representation. Also, this may cost the Guardian ad Litem about $33,000 one-time from the General Fund for office equipment. This bill may generate about $36,000 in ongoing General Fund revenue.

Local Governments (UCA 36-12-13(2)(c)):
To the extent that counties are required to represent indigent parties, it will cost in legal representation, however the amount is unknown at this time.

Direct Expenditures by Utah Residents and Businesses (UCA 36-12-13(2)(d)):
An estimated 100 parties will pay a $360 filing fee for a total of $36,000 annually.
