State Government (UCA 36-12-13(2)(b)):
Depending upon which school districts and charter schools (also known as local education agencies, or LEAs) meet the class size targets stated in the bill and how the targets are achieved, the distribution of the state's Class Size Reduction program may change. Additionally, if LEAs hire licensed educators, costs associated with the Professional Staff program within the Minimum School Program may increase. Depending upon the mix of paraprofessionals and licensed teachers, the FY 2015 impact may range from $0 to $700,000. At full implementation, the maximum estimated impact is $1.7 million.

Local Governments (UCA 36-12-13(2)(c)):
Enactment of this bill may cost LEAs between $4.1 million and $15.4 million in FY 2014 and between $5.6 million and $20.9 million in FY 2015. The cost is dependent upon whether LEAs hire paraprofessionals or licensed educactors to meet the class size reduction targets. When fully implemented, the bill may cost LEAs between $10.3 million and $38.4 million in FY 2017. Additionally, LEAs may experience increased capital and operations costs associated with additional classrooms.

Enactment of this bill likely will not result in direct, measurable expenditures by Utah residents or businesses.
