State Government (UCA 36-12-13(2)(b)):
Enactment of this bill will increase expenditures from the General Fund by about $54,900 beginning in FY 2014. These costs result from the increased workload shifted to the appeals board of the Labor Commission to review and decide appeals.

In cases where a county or municipal government is an employer, enactment of this bill will require an employer or workers' compensation carrier to pay attorney fees for cases they file for a review, and for which they do not prevail once a final order of the Labor Commission is issued.
