SB0019 - Commercial Driver License Amendments
State Government (UCA 36-12-13(2)(b)):
Enactment of this bill will cost the Department of Public Safety $15,000 one-time from theTransportation Fund Restricted - Department of Public Safety Account for computer programming changes beginning in FY 2013. This bill will also generate about $18,400 new ongoing revenue beginning in FY 2014 to the Transportation Fund Restricted - Department of Public Safety Account from license renewal fees, which will cover the bill's costs.

Local Governments (UCA 36-12-13(2)(c)):
To the extent that local governments particpate in third party (1) testing, (2) examining, and/or (3) are new CDL instructor applicants they will pay $100, $20, and/or $30 respectively in each case.
Direct Expenditures by Utah Residents and Businesses (UCA 36-12-13(2)(d)):
Businesses and individuals will pay a total of $18,400 annually under the provisions of this bill. This amount includes:
1. Approximately 130 commercial driver license (CDL) schools will pay a $100 annual renewal fee for a total of $13,000 for third party testing.
2. About 230 CDL instructors will pay a $20 annual renewal fee for a total of $4,600 for thrid party examiner certification.
3. Each year an estimated 25 new CDL instructor applicants will pay a $30 fee for a total of $750.
