HR9001 - House Rules Resolution Forming Special Investigative Committee

State Government (UCA 36-12-13(2)(b)):
Enactment of this resolution could cost between $500,000 and $3 million one-time from funds previously appropriated. These costs would be for the investigative committee itself, special counsel to the investigative committee, investigators, and other incidentals over the 18 month period authorized in the resolution. Assuming the committee meets on average twice per month, the Legislature contracts with special counsel at an average rate of $330 per hour for one full-time equivalent for 18 months, and the Legislature hires investigators at an average rate of $110 per hour for one full-time equivalent for 6 months and one-half full-time equivalent for 12 months, costs of this resolution could total $1.4 million from nonlapsing balances, with approximately $950,000 occurring in FY 2014 and $450,000 occurring in FY 2015. Actual costs will depend on a number of unpredictable factors. This estimate does not include indirect or induced costs that might occur as a result of this resolution, such as costs to defend the committee's powers should they be challenged in a court of law.

Local Governments (UCA 36-12-13(2)(c)):
Enactment of this bill likely will not result in direct, measurable costs for local governments.

Direct Expenditures by Utah Residents and Businesses (UCA 36-12-13(2)(d)):
The current attorney general will likely incur attorneys' fees through the course of the investigation.
