State Government (UCA 36-12-13(2)(b)):
The bill could cost and generate for the Department of Health dedicated credits of $40,000 in FY 2015, $20,000 in FY 2016. These costs are for:
1. $15,000 for 0.3 FTE in FY 2015 to process and issue 100 extraction cards and $25,000 to develop a database
2. $7,500 for 0.15 FTE in FY 2016 to process and issue 50 extraction cards and $12,500 to develop a database
The bill could cost the Department of Agriculture $3,200 ongoing General Fund for 0.05 FTE to certify one industrial hemp project annually.
Legislative General Counsel attached a Constitutional Note to this bill. If provisions in the bill are challenged in court, there will be costs associated with defending those provisions.

Enactment of this bill likely will not result in direct, measurable costs for local governments.
Direct Expenditures by Utah Residents and Businesses (UCA 36-12-13(2)(d)):
In FY 2015 about 100 clients will pay $400 to receive an extraction card, which will generate a total of $40,000. In FY 2016 about 50 clients will pay $400 to receive an extraction card, which will generate a total of $20,000.
