State Government (UCA 36-12-13(2)(b)):
Enactment of this bill could cost approximately $3.4 million annually, $2.5 million from General Fund / Education Fund, for increased state, public education, and higher education insurance premiums and increased expenditures in the Children's Health Insurance Program. Costs will depend upon prevalence, take-up rates, and medical claims experience. An additional $18,000 ongoing and $14,500 one-time may be required from the Insurance Department Restricted Account for administrative oversight. Expenditures from this account affect the annual transfer to the General Fund. Under the Affordable Care Act, the State is responsible for the increase in premiums on the individual market exchange and the small business market exchange. Utilizing the most recent figures from these exchanges, this amounts to approximately $0.5 million annually from the General Fund but may increase as these exchanges grow.
