Line Item: Emergency Fund

Function

The Governor's Emergency Fund is a separate line item in the Governor's Office. The Legislature appropriates funds with which the Governor may address a crisis or disaster without calling a special session. If funds are not used in a given fiscal year, they carry forward into the next fiscal year.

Statutory Authority

UCA 63J-1-217(4) authorizes the governor to allocate emergency funds to state agencies to cover costs that exceed revenues in a fiscal year.

Intent Language

    Under section 63J-1-603 of the Utah Code, the Legislature intends that appropriations provided for the Governor's Office-Emergency Fund in Item 4 Chapter 11 Laws of Utah 2012 not lapse at the close of Fiscal Year 2013.

Performance

The Governor's Office declined to submit performance measures for this line item.

FY 2013 - Clean up of Davis County wind storm

FY 2012 - On the 9th and 10th of June 2011, eight National Guard personnel were put on State Active Duty (SAD) orders to assist the helicopter operation in setting sandbags for the Weber River Floods. This was a State Activation of personnel and the National Guard requested funding from the Governor's Office in the amount of $1,500 to pay for personnel costs. This emergency was also supported and funded through federal funding and final payment for the total cost of the helicopter operation is pending. After receiving federal funding for the operation, the National Guard has set aside $1,500 to reimburse the emergency fund, thus, restoring it to $100,000.
