Brookings experts Russ Whitehurst and Matt Chingos will be discussing their new report that analyzes the design and performance of teacher evaluation systems in four urban school districts. The authors find that classroom observations, a major component of teacher evaluation scores, are biased—teachers who are assigned more able students receive significantly higher observation scores than just-as-effective teachers who are assigned less able students.
The report provides several recommendations for improving the fairness of classroom observation scores and teacher evaluation systems as a whole.
