I understand this bill comes before your committee on Thursday morning at 8 AM. I'm writing to ask you to oppose it on the following grounds:

 

1) After the many assurances I've heard given by state school board members that the state school board is not collecting student data that is individually identifiable by student, this bill provides for the data system capacity to do just that. We must protect our students' and their parents' privacy.

 

2) The Headstart program which was started in 1965 and continued for 45 years at a cost of $166 billion has been shown to be a failure. What have we learned from that?  Why is this bill different? Studies have shown that young children need more time with their parents, not less.

Establishing a preschool for one class (disadvantaged) may lead to mandatory preschool for all children. I am strongly opposed to even opening that door. I believe this bill does just that.

3. The federal goverment is incentivizing data collection and testing for small children and invasive home visits.  This bill plays into that agenda.

However well intentioned the author of this bill may be, it should be scrapped.
