The Oct 1 Count is very important to charter schools, as it is the main way that we receive our funding for the year.  Losing the October 1 count would cost Charter Schools between $5-$6 million in funding, funding that we don't have.  
Already charter schools receive less funding per student than public schools, and eliminating the October 1 count would make that gap even larger.  More and more students are choosing to attend charter schools instead of staying in the public schools and it is unfair that the public schools are still receiving money for students they are not educating.  
The bigger issue of why charter schools receive less funding than public schools need to be addressed, but definitely the move to ADM would not be a beneficial move for schools.
