Dear Utah State Representatives,
PLEASE Vote NO on SB 149, 2nd Sub.
The language I OBJECT to is in Lines 69-73.
69 [70 one letter grade if:
(4) Notwithstanding Subsection (1), the
board shall lower a school's grade by
71 (a) student participation in a statewide assessment is fewer than 95%; or
72 (b) the participation of nonproficient students as determined by prior year test scores is
73 fewer than 95%.
Schools should not be penalized because parents choose to exercise their right to "Opt" their children out of State mandated Tests that they feel are invalid or harmful.
With HB 201, that previously passed in the House, teachers and administrators evaluations will no longer be tied to State mandated summative tests.
SB 149 should NOT seek punish the school through lowering its letter grade. This will only pit administrators against parents and create an environment of hostility and distrust. We need to create a culture of tolerance and cooperation.
