I am writing to encourage you to vote in favor of HB45.  I believe that current code allowing criminal charges for parents who have truant children is in violation of Utah Code
62A-4a-201 Rights of parents -- Children's rights -- Interest and responsibility of state.
(d) The state recognizes that: (i) a parent has the right, obligation, responsibility, and authority to raise, manage, train, educate, provide and care for, and reasonably discipline the parent's children; and (ii) the state's role is secondary and supportive to the primary role of a parent.

Forcing the state's citizens to participate in or take advantage of a state's services (in this case public education) is not in alignment with a citizen's rights to raise their family in the way they see fit.  Since the state's roll is indeed secondary to that of parents, the state should not be charging parents with crimes for their children not being in attendance at the state's school system.
