Thank you for your support of HB223. I am thankful the legislature is setting some ground rules for these grass root citizen initiated movements. The Cool Off Period added at line 79 is especially important. This Process has pitted neighbor against neighbor and with the constant recurrence has not allowed any time for healing.

As an architect, I would normally be in support of such an instrument, but the current LHD is so poorly written and has been stretched like taffy to a use beyond its original intent or purpose. The protection was for homes of significant architecture or where famous persons had resided. Not to protect cute or small buildings. Also it was to be implemented by the Parks Service at the request of the current owner, not his neighbor.

Some at Salt Lake City government and a minority of motivated citizens whose goal it is to prevent another over-scaled Hubbard Home have sought to bring the entire Yalecrest area under LHD protection 1487 (figure according to Wikipedia). I think protection should be the sole decision of the current property owner.
