Dear Committee member,

My name is Wendi Shipley and I have been made aware recently of House Bill 164 sponsored by Kraig Powell and Ann Millner, and am writing to you to ask you to please stop this bill in it's tracks.

This bill infringes upon my rights as a parent and tax payer by not letting me decide what is best for my own child(ren), and it can even go against professional doctor's recommendations, in that some of my own children's doctors have advised against the long, grueling SAGE testing that has NEVER been validated, or test piloted.

And since the test is in-valid, and not test-piloted, it SHOULD NEVER be used to determine if a child passes a course/class, and/or moves on to the next grade level.

Our Utah teachers aren't even allowed to see the tests before they are administered to the children?

Why can't we rely on our teacher's own tests and quizzes and homework assignments to check in and see that their students are learning concepts? Why do our wonderful teachers even go to higher level schools for 4 years or more, if they aren't entrusted to work with us parents in helping our children learn and master basic subjects that will be useful to them in college and in careers later in life?

This bill is horrendous and goes against the very freedoms Utah stands for!

If we need a system to evaluate teachers, it should be done by classroom observations and parent, student, supervisor and co-worker surveys.

Subjecting children to 9-11 hours of computer testing is NOT best practices in determining how well our teachers are doing. It's teacher AND child abuse.

Please KILL this bill.
