Please, don't allow billboards to sully our beautiful Utah! The damage that would cause would outweigh the benefits. Tourism would drop dramatically. Utahns like me, who spend a lot of time visiting these areas would go to Colorado instead. We don't want to be surrounded even more by billboards and consumerism! That's why we go to the scenic by-ways of Utah!

I used to live in Vermont and they passed billboards on certain roads - it was horrible! You wouldn't believe what a huge effect it has on the overall feeling you get from visiting the area. And again, that feeling is why people go to Utah and drive the scenic by-ways. Because they are scenic.
