Dear Utah Legislators, Please read the following email that was sent to Representative Noel. Thank you, Kristin Elder Intern for Representative Mike Noel kelder@le.utah.gov 1-435-764-3090 ________________________________ Begin forwarded message: From: Dave Levanger > Date: February 7, 2014 at 3:15:43 PM MST To: Mike NOEL > Cc: Casey Hopes > Subject: Your Building Codes Bill Representative Noel, I am a Certified Building Official, Building Inspector, Plumbing Inspector, Mechanical (HVAC) Inspector, Electrical Inspector and have nearly 32 years experience in the profession. I support your bill. I would add another comment. The Energy Code which has been adopted by Utah has no relation to public safety or health. I believe codes should only be adopted for those purposes. As for public welfare, my position is that it is none of the State’s business how much it costs you to heat or cool your home. The International Residential Code states that “When the winter design temperature is below 60 degrees every dwelling unit shall be provided with heating facilities capable of maintaining a minimum room temperature of 68 degrees at a point 3 feet above the floor….” It does not serve the public welfare to make homes to expensive to afford, although the prudent person would do all in their means to reduce the cost of heating and cooling. Again I would say I enthusiastically support your bill HB 328. http://le.utah.gov/~2014/bills/static/HB0328.html Dave Levanger, CBO Building Official Director of Planning Carbon County, Utah 435-636-3261 [cid:7cad2f9b-0823-405f-9c29-6ab5465ae383] [cid:7cad2f9b-0823-405f-9c29-6ab5465ae383]
