As a retired "life long" citizen of Utah, I had dreamed of doing a bit of fly fishing as an inexpensive way to enjoy my "golden years".  This dream vanished with the restrictions placed onPUBLIC waterways and the restricted access to some of the best and safest fishing in the state.  As a former Certified General Appraiser, it was my understanding that private ownership stopped at the high water mark, as these folks do not pay property taxes on the riverbeds --- how can this be justified as being in the publicsbest interest?  Please get HB37 out of the Rules Committee and let our Seniors (and others) enjoy the benefits that this great state has to offer.
