Body:
To the Members of the House rules Committee,

I'm not familiar with the workings of the committee but I think that this bill should be released to at least be debated by the House.  The sportsmen and woman deserve to have access to our public resource, the water the we all own as residents of this great state.  This bill would help the tourism industry for this state and allow our residents to utilize the streams for there recreational value.  There is a lot of commercial benefit from opening up access to these waters without stepping on private property rights.  Please, at least get the bill out of committee for the legislature and the general public to comment and debate it.

Thanks for your time,

Tom Ogden
