Good Morning, Rep Edwards and  Sen Weiler,

I am a constituent in south Bountiful and have been very concerned about the current driver license renewal program.  Currently, if a person with a valid Utah DL does not have any infractions, they can renew by mail.  There is no requirement for a refresher about basic rules of the road at that time.  This means that it may be 10 or more years without a basic refresher of those rules.  

I don't know about you, but rules I learned a decade or more years ago may not be easily recalled when in the situation.  I even had a discussion yesterday with none other than Doug Wright, who had forgotten a basic right-if-way rule and broadcast that incorrect information to his listeners.  And most of his listeners agreed with him, even though he was wrong.  I see people every day on the road who clearly do not know or remember some of those rules and create hazardous conditions. This is a serious issue that stems from the lack of a periodic refresher.

My recommendation is that we test each person concerning those basic rules at renewal time.  This would not be so much a test as a basic refresher, and need not be arduous or stressful.  It should be set up on the internet (or mailed for the 3 people in the state who can't get internet access at home or at their public library or at a DL division office).  

The test would be open book, open notes and would ask basic questions about rules of the road.  If the driver answered any question incorrectly, the correct information from the handbook would pop up, the driver could refresh his/her memory, and retake that question immediately, and as many times as they needed. A 100% correct rate would be required to renew, but that would be assured by having the driver retake questions with the correct information right there in a pop up window.

I would be happy to discuss this idea in greater detail with you at some future time.  I appreciate that your time is at a premium at this time of year, but I think there needs to be some sore of remediation of this problem.
