Peter –

 

Utah does receive federal money for highway projects in the state.  However, we also spend a good deal of our own revenue (gas tax, designated sales tax, bond proceeds, etc.) on roads.  My sense is that we are not as dependent on the federal share as are other states.

 

U.S. Secretary of Transportation Anthony Foxx sent state transportation directors a letter yesterday notifying them that, absent Congressional action, DOT will begin implementing cash-flow management plans on August 1.  DOT also produced an FAQ document on the potential trust fund insolvency.

 

Utah’s transportation director, Carlos Braceras, has a better sense of the magnitude of this risk as well as likely mechanisms for managing it.  I’ve copied him here.
