6 AN ACT RELATING TO PUBLIC EDUCATION; CREATING THE PUBLIC EDUCATION
7 COMPUTER TECHNOLOGY TASK FORCE; PROVIDING FOR MEMBERSHIP;
8 DELINEATING RESPONSIBILITIES AND PROCEDURES; PROVIDING A REPORTING
9 DATE; APPROPRIATING $22,000 FROM THE GENERAL FUND; AND PROVIDING A
10 REPEAL DATE.
11 Be it enacted by the Legislature of the state of Utah:
12 Section 1. Public Education Computer Technology Task Force -- Creation --
13 Membership -- Quorum -- Staff.
14 (1) There is created the Public Education Computer Technology Task Force consisting of
15 the following nine members:
16 (a) three members of the Senate appointed by the president of the Senate, no more than
17 two of whom may be from the same political party;
18 (b) three members of the House of Representatives appointed by the speaker of the House
19 of Representatives, no more than two of whom may be from the same political party;
20 (c) the director of the S [Technology Initiative Project Office located within the State

21 of Education] UTAH EDUCATION NETWORK ; s and
22 (d) two members of the general public who have educational technology expertise, jointly
23 appointed by the president of the Senate and the speaker of the House of Representatives.
24 (2) (a) The president of the Senate shall designate a member of the Senate appointed under
25 Subsection (1)(a) as a cochair of the task force.
26 (b) The speaker of the House of Representatives shall designate a member of the House

1 (3) (a) A majority of the members of the task force constitute a quorum.
2 (b) The action of a majority of a quorum constitutes the action of the task force.
3 (4) (a) Salaries and expenses of the members of the task force who are legislators shall be
4 paid in accordance with Section 36-2-2 and Legislative Joint Rule 15.03.
5 (b) Members of the task force who are not legislators may not receive compensation for
6 their work associated with the task force.
7 (5) The Office of Legislative Research and General Counsel shall provide staff support
8 to the task force.
9 Section 2. Duties -- Interim report.
10 (1) The task force shall review and make recommendations on the following issues:
11 (a) access or exposure to pornographic programs or materials on the Internet or other
12 computer related mediums as used in a public school setting; and
13 (b) the capability to block or lock out access to such programs and materials and the costs
14 associated with installing software to accomplish this objective.
15 (2) A final report, including any proposed legislation shall be presented to the Education
16 Interim Committee h AND INFORMATION TECHNOLOGY COMMISSION h before November 30, 1997.
17 Section 3. Appropriation.
18 There is appropriated from the General Fund for fiscal year 1996-1997:
19 (1) $3,500 to the Senate to pay for the compensation and expenses of senators on the task
20 force;
21 (2) $3,500 to the House of Representatives to pay for the compensation and expenses of
22 representatives on the task force; and
23 (3) $15,000 to the Office of Legislative Research and General Counsel to pay for staffing
24 the task force.
25 Section 4. Repeal date.
26 This act is repealed November 30, 1997.
