10 This act enacts uncodified material.
11 Be it enacted by the Legislature of the state of Utah:
12 Section 1. Intent.
13 The Legislature finds that the value of property throughout the state is enhanced by
14 appropriate land-use planning by the counties S AND OTHER LOCAL GOVERNMENTS s , that
14a revenues to the state depend to a significant
15 extent on the value of the property generating those revenues, and that the quality of land-use
16 planning improves with training and education. It is the intent of the Legislature in appropriating
17 these funds to help meet the statewide need for training and education of county S , LOCAL, AND
17a STATE s officials involved
18 in S [
18a S [
19 Section 2. Appropriation.
20 (1) (a) There is appropriated from the General Fund for fiscal year 1998-99, S [

21 the Office of Planning and Budget.
22 (b) The Office of Planning and Budget:
23 (i) shall distribute up to $10,000 of the appropriated funds to Southern Utah University
24 for use by its Utah Center for Rural Life to conduct workshops on preparation of S [county land]
24a LAND-USE s
25 plans, including protection of private property rights and other rights attached to property;
26 (ii) shall determine, in conjunction with the Utah Association of Counties S AND THE
26a GOVERNOR'S RURAL PARTNERSHIP BOARD s , the counties S AND OTHER LOCAL GOVERNMENTS s
27 most qualified to receive the remainder of the appropriated funds to assist in developing and

8 (C) agree to encourage county S , LOCAL, AND STATE s officials S [and county attorneys]
8a INVOLVED WITH LAND-USE PLANNING s to attend the workshops; and
9 (D) agree to review and, if necessary, revise the comprehensive general plan at least
10 annually.
11 (c) In planning and presenting the workshops provided under Subsection (1)(b)(i),
