MINUTES OF THE JOINT CAPITAL FACILITIES & ADMINISTRATIVE SERVICES APPROPRIATIONS SUBCOMMITTEE

Co-Chairman Adair called the meeting to order at 3:20 p.m.

1. General review of Subcommittee Assignments

Co-Chair Adair welcomed the committee and stressed the need for punctual meetings. He indicated that meetings would begin on the scheduled time even if there is not a quorum present.

Analyst John Massey presented an overview of the Hearing Schedule. He noted that Friday, January 30 has been left open and that time could be utilized for a capital facilities tour. Members of the committee expressed a desire to tour the City County Building and the Utah Tax Commission for a UTAX demonstration, and the new courts complex.

MOTION:     Sen. Buhler moved to approve the Hearing Schedule.

SUBSTITUTE MOTION:    Rep. Short moved to approve the Hearing Schedule subject to changes by the Co-Chairs and the majority of the committee.

    The substitute motion passed unanimously with Sen. Blackham and Rep. Walsh absent for the vote.

Co-Chair Adair introduced Burtch Beall and Rich Byfield, DFCM, who reviewed the Utah State Capitol Building Rehabilitation Master Concept. He discussed issues relating to safety, security,

seismic, analysis and the structural integrity of the building due to age and water penetration.

A committee question and answer period followed.

Rep. Short expressed concerns regarding previous rehabilitation studies that have been compiled with respect to the Master Program and felt the committee should address the allocating of funds that may be in duplication of those reports.

Mr. Dave McKay, DFCM, responded briefly to Rep. Short's concerns with respect to previous studies.

MOTION:    Rep. Adair moved the committee adjourn to tour the capitol building.

            The motion passed unanimously.

The meeting was adjourned at 4:50 p.m.
