             6a      APPROPRIATION TO
             7      SOUTHERN UTAH UNIVERSITY TO ASSIST IN FUNDING THE h [ ACTIVITIES ]
             7a      EDUCATIONAL PROGRAMMING h OF ITS
             8      CEDAR MOUNTAIN SCIENCE CENTER; PROVIDING THAT THE CENTER SHALL USE
             9      THE APPROPRIATION FOR h [ ACTIVITIES ] EDUCATIONAL PROGRAMMING h RELATED TO
             9a      THE DEVELOPMENT AND
             10      IMPLEMENTATION OF CURRICULUM THAT FOCUSES ON BALANCED, INTEGRATED,
             11      INTERDISCIPLINARY ENVIRONMENTAL EDUCATION; AND PROVIDING AN
             12      EFFECTIVE DATE.
             13      This act enacts uncodified material.
             14      Be it enacted by the Legislature of the state of Utah:
             15          Section 1. Appropriation.
             16          (1) Except as provided in H.B. 4, Appropriations Coordination Act, there is appropriated
             17      from the General Fund for fiscal year 1999-2000, S [ $99,000 ] $60,000 s to Southern Utah University
             17a      to help
             18      fund the h [ activities ] EDUCATIONAL PROGRAMMING h of its Cedar Mountain Science Center,
             18a      hereafter referred to as the "center."
             19          (2) The center shall use the appropriation for the following purposes:
             20          (a) to coordinate the development of an upper elementary and middle school
             21      environmental education strategy that broadens the scope and quality of state education through
             22      a balanced, comprehensive, unbiased, and h [ multidisciplinary ] INTERDISCIPLINARY h approach to
             22a      the study of environmental
             23      issues h THROUGH THE PROCESS OF SCIENTIFIC INQUIRY h ;
             24          (b) to provide a professional development program at the center that will allow teachers
             25      to develop and implement curriculum which focuses on an integrated, interdisciplinary study of
             26      the natural world and its relationship to economics and the community;
             27          (c) to offer and evaluate pilot programs, primarily at h UPPER ELEMENTARY AND h middle
             27a      schools, that focus on


             28      integrated, interdisciplinary environmental education; and
             29          (d) to pilot a residential science summer camp for students.
             29a           h (3) CURRICULUM DEVELOPED AT THE CENTER MAY NOT BE USED IN THE PUBLIC
             29b      SCHOOLS UNTIL REVIEWED AND APPROVED BY THE STATE BOARD OF EDUCATION. h
             30           h [ (3) ] (4) h The university shall closely monitor the activities of the center and report its
             30a      findings,
             31      together with recommendations regarding ongoing funding, to the Legislative Education Interim
             32      Committee prior to November 30, 1999.
             33           h [ (4) ] (5) h The money appropriated in Subsection (1) is nonlapsing.
             34          Section 2. Effective date.
             35          This act takes effect on July 1, 1999.
