             6      AN ACT RELATING TO APPROPRIATIONS; APPROPRIATING S [ $250,000 ] $150,000 s TO
             6a      THE OFFICE
             7      OF PLANNING AND BUDGET TO SUPPORT THE GOVERNOR'S 21ST CENTURY
             8      COMMUNITIES INITIATIVE AND TO PROVIDE REGIONAL CIRCUIT-RIDER PLANNERS
             9      TO ASSIST RURAL COUNTIES AND COMMUNITIES WITH PLANNING NEEDS;
             10      PROVIDING THAT THE FUND BE NONLAPSING; AND PROVIDING AN EFFECTIVE
             11      DATE.
             12      Be it enacted by the Legislature of the state of Utah:
             13          Section 1. Legislative intent.
             14          The Legislature supports the objectives of the Governor's 21st Century Communities
             15      Initiative of preparing rural areas of the state for population and visitor growth, creating new jobs,
             16      reducing unemployment, diversifying rural economies, and protecting quality of life. It is the
             17      intent of the Legislature in appropriating these funds to help meet the statewide public purpose of
             18      assisting local government leaders to deal with the economic development, community and land
             19      planning, technology, and growth concerns of local government through the Governor's 21st
             20      Century Communities Initiative.
             21          Section 2. Appropriation.
             22          (1) Except as provided in H.B. 4, Appropriations Coordination Act, there is appropriated
             23      from the General Fund for fiscal year 1999-2000, S [ $250,000 ] $150,000 s to the Office of Planning
             23a      and Budget
             24      for purposes stated in Subsection (2).
             25          (2) (a) The appropriated funds shall be used to:
             26          (i) help meet the objectives of the Governor's 21st Century Communities Initiative;
             27          (ii) provide local government officials with training and certification opportunities and


             28      materials;
             29          (iii) provide professional circuit-rider planners;
             30          (iv) provide tools and expertise to assist with the planning, economic development, land
             31      use, technology, and growth management concerns of local government;
             32          (v) provide information exchange, research, data, and linkages between various
             33      government entities, including local, state, and federal agencies, as well as between private and
             34      nonprofit entities involved in providing services and information to local communities; and
             35          (vi) provide for administration expenses, recognition and awards to communities, meeting
             36      expenses of the Governor's Rural Partnership Board, and other administrative expenses relating
             37      to meeting the objectives of the 21st Century Communities Initiative.
             38          (b) The Office of Planning and Budget shall determine, in conjunction with the Governor's
             39      Rural Partnership Board, the allocation of appropriated funds to best meet the purposes stated in
             40      Subsection (2)(a).
             41          (3) The money appropriated in Subsection (1) is nonlapsing.
             42          Section 3. Effective date.
             43          This act takes effect on July 1, 1999.
