             5      AN ACT RELATING TO EDUCATION; PROVIDING FOR THE AWARDING OF
             6      TWO-YEAR S NEW CENTURY s SCHOLARSHIPS TO STUDENTS WHO COMPLETE THE
             6a      REQUIREMENTS
             7      FOR AN ASSOCIATE DEGREE BY S [ THE TIME ] SEPTEMBER 1 OF THE YEAR s THEY
             7a      GRADUATE FROM HIGH SCHOOL;
             8      AND PROVIDING AN EFFECTIVE DATE.
             9      This act affects sections of Utah Code Annotated 1953 as follows:
             10      ENACTS:
             11          53B-8-105, Utah Code Annotated 1953
             12      Be it enacted by the Legislature of the state of Utah:
             13          Section 1. Section 53B-8-105 is enacted to read:
             14          53B-8-105. Scholarships for high school students who complete the requirements for
             15      an associate degree in high school.
             16          (1) In addition to Centennial Scholarships awarded under Section 53A-15-102 and Career
             17      Teaching Scholarships awarded under Title 53B, Chapter 10, the State Board of Regents and the
             18      State Board of Education shall jointly award S NEW CENTURY s scholarships to students in Utah
             18a      h [ public ] h schools who
             19      complete the requirements for an associate degree by S [ the time ] SEPTEMBER 1 OF THE YEAR s
             19b      they h QUALIFY TO h graduate from high school.
             20          (2) (a) The scholarship may be used at any of Utah's state-operated institutions of higher
             21      education that offer baccalaureate programs.
             22          (b) The scholarship is equal in value to 75% of the tuition costs at the selected institution.
             23          (c) Each scholarship is valid for up to two years of full-time equivalent enrollment, or until
             24      the requirements for a baccalaureate degree have been met, whichever is shorter.
             25          (d) The State Board of Regents S [ and the State Board of Education ] s may grant a leave of
             26      absence to a scholarship holder, but the scholarship must be used in its entirety within four years
             27      after completion of high school.


             28          (3) The S NEW CENTURY s scholarship may be canceled at any time by the institution of
             28a      attendance if the
             29      student fails to make reasonable progress towards the completion of a baccalaureate degree.
             30          (4) (a) The Legislature shall make an annual appropriation from the General Fund to the
             31      State Board of Regents for the costs associated with the S NEW CENTURY s scholarship program
             31a      authorized under this
             32      section.
             33          (b) It is understood that the appropriation is offset in part by the state moneys that would
             34      otherwise be required and appropriated for these students if they were enrolled in a four-year
             35      postsecondary program.
             36          Section 2. Effective date.
             37          This act takes effect on July 1, 1999.
