             6      AN ACT RELATING TO HIGHER EDUCATION; PROVIDING THAT THE BOARD OF
             7      REGENTS ESTABLISH A POLICY LIMITING THE PERCENTAGE OF ALL STUDENT
             8      INSTRUCTIONAL HOURS TAUGHT BY ADJUNCT FACULTY AT THE STATE'S
             9      COMMUNITY COLLEGES; AND ESTABLISHING A MINIMUM LEVEL OF STUDENT
             10      INSTRUCTIONAL HOURS TO BE TAUGHT BY FULL-TIME FACULTY.
             11      This act affects sections of Utah Code Annotated 1953 as follows:
             12      ENACTS:
             13          53B-16-202.5, Utah Code Annotated 1953
             14      Be it enacted by the Legislature of the state of Utah:
             15          Section 1. Section 53B-16-202.5 is enacted to read:
             16          53B-16-202.5. Community college instructional policy -- Instruction hours taught by
             17      adjunct and full-time instructors.
             18          (1) (a) The State Board of Regents shall establish a policy limiting the percentage of all
             19      instruction hours at each community college taught by adjunct faculty.
             20          (b) A minimum of 50% of all instruction hours at each community college shall be taught
             21      by full-time instructors.
             22          (2) In establishing its policy under Subsection (1), the board shall emphasize the need for
             23      faculty to be available at the school for academic assistance or counseling of students outside of
             24      regular classroom hours and for ongoing curriculum development, taking into account the need
             25      to also provide flexibility for both students and faculty.
             26          (3) The policy shall be in place no later than December 31, 1999, and shall be reviewed
             27      annually by the board.
