    The Rules Committee recommends 2nd Sub. H.B. 114, IMPACT FEES AMENDMENTS, by Representative G. Adair, be replaced with 3rd Sub. H.B. 114, IMPACT FEES AMENDMENTS and, under suspension of the rules, be considered read for the second time and placed on the Third Reading Calendar with the following amendments:

1.    Page 10, Line 276:    After "judge" bracket "may" and insert "shall" and after "prevailing" bracket "party" and insert "person or entity challenging an impact fee"
