Senator Suazo proposes the following amendments:
1. Page 13, Line 407: After line 407 insert:
"It is the intent of the Legislature that after allocating all contingent appropriations or designations required by statute for Fiscal Year 1999-2000, all unrestricted, undesignated, and unencumbered surplus remaining, up to a total of $200,000 is appropriated from the General Fund to the Judicial Council/State Court Administrator to be distributed to the Utah Access to Justice Foundation as matching funds to funds provided to the foundation by the Utah State Bar. The Legislature recognizes that because the Utah Access for Justice Foundation provides a centralized system to match persons in need of legal services for a noncriminal matter with licensed attorneys who provide legal assistance on a voluntary basis, the appropriation meets a statewide public purpose.
This item shall have second priority on the General Fund Surplus over any other contingent appropriation."
2. Page 45, Line 1489: After line 1489 insert:
"It is the intent of the Legislature that after allocating all contingent appropriations or designations required by statute for Fiscal Year 1999-2000, all unrestricted, undesignated, and unencumbered surplus remaining, up to a total of $230,000 is appropriated from the General Fund to the Utah State Fair Corporation for building maintenance and equipment replacement.
This item shall have first priority on the General Fund Surplus over any other contingent appropriation."
