         MINIMUM SCHOOL PROGRAM ACT AMENDMENTS

Representative Frandsen proposes the following amendments:

1.    Page 30, Line 917:    After Line 917 insert:
        "(8)(a) It is the intent of the Legislature to recognize that children are our most valuable resource and keep the promise to the children of Utah to prepare them to be productive citizens who will continue and advance the community we build today, into the 21st Century and beyond.
        (b) In so doing, it is the further intent of the Legislature that the Education Interim Committee form a subcommittee to review the levels of adequacy of funding for public education, and that the subcommittee:
        (i) identify critical underfunded needs;
        (ii) establish desired levels of improvement;
        (iii) determine the necessary funding levels for student improvement;
        (iv) address reliable measures of accountability and student progress; and
        (v) show how demonstrated progress justifies increased funding.
        (c) It is the further intent of the Legislature that the subcommittee have broad representation including legislators, business representatives, parents, community members, teachers, administrators, and school board members and that it report its recommendations to the Education Interim Committee and the Education Appropriations Subcommittee by November 15, 1999.
