1. Page 4, Line 95: After "(1)" insert "(a)"
2. Page 4, Line 97: After line 97 insert:
"(b) The Legislature further acknowledges that the primary responsibility for the education of children with the state resides with their parents or guardians and that the role of state and local governments is to support and assist parents in fulfilling that responsibility."
