First Substitute H.B. 405

Representative Neil A. Hansen proposes to substitute the following bill:

             5      AN ACT RELATING TO PUBLIC EDUCATION; INCREASING THE ANNUAL
             6      COMPENSATION RECEIVED BY LOCAL SCHOOL BOARD MEMBERS FROM UP TO
             7      $3,000 TO UP TO $8,000; AND PROVIDING AN EFFECTIVE DATE.
             8      This act affects sections of Utah Code Annotated 1953 as follows:
             9      AMENDS:
             10          53A-3-202, as last amended by Chapter 314, Laws of Utah 1997
             11      Be it enacted by the Legislature of the state of Utah:
             12          Section 1. Section 53A-3-202 is amended to read:
             13           53A-3-202. Compensation for services -- Additional per diem -- Insurance --
             14      Approval of expenses.
             15          (1) (a) Each member of a local school board, except the student member, shall receive an
             16      amount not to exceed [$3,000] $8,000 per year, payable monthly, as compensation for services.
             17          (b) Members shall also receive compensation for necessary expenses on the same basis
             18      as members of the State Board of Education.
             19          (c) The board shall determine the exact amount under this statutory guideline.
             20          (2) Each member may receive, as approved by the board, additional per diem
             21      compensation equal to that established for state board members under Section 53A-1-202 for
             22      attendance at meetings and activities related to any business of the local school board, not to
             23      exceed 12 per year.
             24          (3) Board members may participate in any group insurance plan provided to employees
             25      of the school district as part of their compensation on the same basis as required for employee


             26      participation.
             27          (4) Each member shall submit an itemized account of necessary travel expenses for board
             28      approval.
             29          Section 2. Effective date.
             30          This act takes effect on July 1, 2000.
