             7      AN ACT RELATING TO APPROPRIATIONS; APPROPRIATING $300,000 FROM THE
             8      GENERAL FUND FOR FISCAL YEAR 2000-01 TO UTAH STATE UNIVERSITY FOR
             9      TRAINING AND RESEARCH ON ON-SITE WASTEWATER TREATMENT SYSTEMS; AND
             10      PROVIDING AN EFFECTIVE DATE.
             11      This act enacts uncodified material.
             12      Be it enacted by the Legislature of the state of Utah:
             13          Section 1. Appropriation.
             14          (1) There is appropriated from the General Fund for fiscal year 2000-01, $300,000 to the
             15      Water Research Laboratory at Utah State University to provide training and conduct research on
             16      on-site wastewater treatment systems.
             17          (2) Of the $300,000 appropriated in Subsection (1):
             18          (a) $150,000 shall be used for start-up costs including:
             19          (i) the preparation of training materials;
             20          (ii) the preparation of physical scale-models of on-site wastewater treatment systems for
             21      demonstration and training purposes;
             22          (iii) the setup of research sites to evaluate on-site wastewater treatment systems in Utah;
             23      and
             24          (iv) the creation of an electronic database of new and existing on-site wastewater treatment
             25      systems in the state; and
             26          (b) $150,000 shall be used for salaries and expenses of personnel involved in the on-site
             27      wastewater treatment systems training and research program.


             28          (3) The money appropriated in Subsection (1) is nonlapsing.
             29          Section 2. Effective date.
             30          This act takes effect on July 1, 2000.
