             6      AN ACT RELATING TO APPROPRIATIONS; APPROPRIATING $30,000 FROM THE
             7      GENERAL FUND FOR FISCAL YEAR 2000-01 TO THE DIVISION OF BUSINESS AND
             8      ECONOMIC DEVELOPMENT IN THE DEPARTMENT OF COMMUNITY AND ECONOMIC
             9      DEVELOPMENT TO DISTRIBUTE TO SOUTHERN UTAH UNIVERSITY TO DEVELOP A
             10      RURAL YOUTH LEADERSHIP SUMMIT AND TRAINING PROGRAM; PROVIDING THAT
             11      THE FUNDS BE NONLAPSING; AND PROVIDING AN EFFECTIVE DATE.
             12      This act enacts uncodified material.
             13      Be it enacted by the Legislature of the state of Utah:
             14          Section 1. Legislative intent.
             15          The Legislature finds that government within the state is improved by developing
             16      leadership qualities and a greater understanding of state and local government processes within
             17      rural youth. It is the intent of the Legislature in appropriating these funds to help meet the
             18      statewide purpose of developing youth leadership qualities and increasing understanding of state
             19      and local government processes through conducting a Rural Youth Leadership Summit including
             20      workshops and speakers.
             21          Section 2. Appropriation.
             22          (1) For fiscal year 2000-01 only, there is appropriated from the General Fund $30,000 to
             23      the Division of Business and Economic Development in the Department of Community and
             24      Economic Development for development of a rural youth leadership summit and training program.
             25          (2) (a) This appropriation shall be distributed to Southern Utah University for use in
             26      developing a rural youth leadership summit and training program.
             27          (b) The objective of the rural youth leadership summit and training program is to develop


             28      leadership qualities in participating youth by:
             29          (i) providing mentors and insight into the political process through involvement with state
             30      and local elected officials;
             31          (ii) providing a working knowledge of important state and local issues; and
             32          (iii) fostering an interest in public service.
             33          (3) The money appropriated in Subsection (1) is nonlapsing.
             34          Section 3. Effective date.
             35          This act takes effect on July 1, 2000.
