             7      A RESOLUTION OF THE SENATE REVISING SENATE RULES; MODIFYING
             8      REQUIREMENTS FOR STANDING COMMITTEE REVIEW OF LEGISLATION; AND
             9      PROVIDING AN EFFECTIVE DATE.
             10      This resolution affects legislative rules as follows:
             11      AMENDS:
             12          SR-23.13
             13      Be it resolved by the Senate of the state of Utah:
             14          Section 1. SR-23.13 is amended to read:
             15           SR-23.13. Standing Committee Review.
             16          (1) The Senate may not pass a bill, joint resolution, or concurrent resolution during the
             17      annual general session [which] that has not [had] been reviewed by a Senate standing committee
             18      [review].
             19          (2) This rule does not apply to:
             20          (a) any resolution regarding legislative rules or legislative personnel;
             21          (b) bills that have been approved by an interim committee;
             22          (c) the revisor's statute; or
             23          (d) the appropriations act, the supplemental appropriations acts, the school finance act, and
             24      any bonding act [which] that has been reviewed and approved by the Executive Appropriations
             25      Committee.

             27          Section 2. Effective date.
             28          This resolution takes effect upon approval by a constitutional majority vote of all members
             29      of the Senate.
