Mr. President:

    The Energy, Natural Resources, and Agriculture Committee reports a favorable recommendation on H.C.R. 5, RESOLUTION ON WEST DESERT WILDERNESS, by Representative D. Iverson, with the following amendments:
    
1.    Page 1, Line 7:        Delete "CONGRESS TO REJECT" and insert "THAT ANY FEDERAL"

2.    Page 1, Lines 8-9:    After "UTAH" delete "UNLESS THE LEGISLATION FULLY PROTECTS THE INTERESTS OF THE STATE" and insert "AT A MINIMUM PROVIDES CERTAIN PROTECTIONS"

3.    Page 1, Line 24:     Delete "ensure"

4.    Page 2, Line 29

     2-15-2000:        After "(4)" delete "no federal law shall" and insert "any wilderness legislation shall not"
