RULES GOVERNING PROCEDURE

                  This joint resolution of the Legislature revises joint rules to set out the order and sources
                  governing legislative procedure. This joint resolution provides an effective date.
                  This resolution affects legislative rules as follows:
                  ENACTS:
                      JR-1.02.1
                  Be it resolved by the Legislature of the state of Utah:
                      Section 1. Section JR-1.02.1 is enacted to read:
                      JR-1.02.1. Sources Governing Legislative Procedure.
                      Rules of legislative procedure are derived from several sources and take precedence in the
                  following order:
                      (1) constitutional provisions, statutory provisions, and case law;
                      (2) these legislative rules;
                      (3) custom, usage, and practice; and
                      (4) Mason's Manual of Legislative Procedure.
                      Section 2. Effective date.
                      This resolution takes effect upon approval by a constitutional majority vote of all members
                  of the Senate and House of Representatives.
