CHILD AND ADOLESCENT HEALTH TASK

             6      This act creates the Child and Adolescent Health Task Force. This act specifies the
             7      membership and duties of the task force, provides for reporting to the Legislature, and
             8      appropriates $24,500 for fiscal year 2000-01 only. This act provides a repeal date.
             9      This act enacts uncodified material.
             10      Be it enacted by the Legislature of the state of Utah:
             11          Section 1. Child and Adolescent Health Task Force -- Creation -- Membership --
             12      Quorum -- Compensation -- Staff.
             13          (1) There is created the Child and Adolescent Health Task Force consisting of the
             14      following 20 members:
             15          (a) three members of the Senate appointed by the president of the Senate, no more than
             16      two of whom may be from the same political party;
             17          (b) five members of the House of Representatives appointed by the speaker of the House
             18      of Representatives, no more than three of whom may be from the same political party;
             19          (c) one person from the State Office of Education specializing in physical activity;
             20          (d) one person from the State Office of Education specializing in nutrition;
             21          (e) one person from the State Office of Education specializing in curriculum development;
             22          (f) one person representing elementary school physical education specialists;
             23          (g) one person representing secondary school physical education instructors;
             24          (h) one person representing food services in the elementary schools;
             25          (i) one person representing food services in the secondary schools;
             26          (j) one person representing the Utah Parent Teacher Association;
             27          (k) one university instructor involved in teacher training;


             28          (l) one person conducting university level research or training on cardiovascular health,
             29      fitness, or nutrition;
             30          (m) one dietician; and
             31          (n) the executive director of the Department of Health or the executive director's designee.
             32          (2) Members of the task force under Subsections (1)(c) through (n) shall be appointed by
             33      the president of the Senate and the speaker of the House of Representatives.
             34          (3) (a) The president of the Senate shall designate a member of the Senate appointed under
             35      Subsection (1)(a) as a cochair of the task force.
             36          (b) The speaker of the House of Representatives shall designate a member of the House
             37      of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             38          (4) A majority of the members of the task force constitute a quorum. The action of a
             39      majority of a quorum constitutes the action of the task force.
             40          (5) (a) Salaries and expenses of the members of the task force who are legislators shall be
             41      paid in accordance with Section 36-2-2 and Legislative Joint Rule 15.03.
             42          (b) A member of the task force who is not a legislator may not receive compensation for
             43      their work associated with the task force, but may receive per diem and reimbursement for travel
             44      expenses incurred as a member of the task force at the rates established by the Division of Finance
             45      under Sections 63A-3-106 and 63A-3-107 .
             46          (6) The Office of Legislative Research and General Counsel shall provide staff support to
             47      the task force.
             48          Section 2. Duties -- Report to Interim Committee.
             49          The task force shall:
             50          (1) consider the prevalence of obesity in the elementary and secondary school populations;
             51          (2) identify the academic and behavioral benefits to school students of proper nutrition and
             52      regular physical activity;
             53          (3) identify programs and efforts already in place that contribute to the prevention or
             54      reduction of obesity by promoting good nutrition, physical activity, and healthy lifestyles;
             55          (4) identify additional action that may be taken by families, schools, community and local
             56      government organizations, state agencies, and the Legislature to reduce the prevalence of
             57      childhood and adolescent obesity and its co-occurring diseases; and
             58          (5) provide a written report on the work and recommendations of the task force, including


             59      any proposed legislation, to the Health and Human Services Interim Committee at or before the
             60      November 2001 meeting of the committee.
             61          Section 3. Appropriation.
             62          There is appropriated from the General Fund for fiscal year 2000-01 only:
             63          (1) $3,500 to the Senate to pay for the compensation and expenses of senators on the task
             64      force;
             65          (2) $6,000 to the House of Representatives to pay for the compensation and expenses of
             66      representatives on the task force; and
             67          (3) $15,000 to the Office of Legislative Research and General Counsel to pay for staffing
             68      the task force.
             69          Section 4. Repeal date.
             70          This act is repealed December 1, 2001.
