First Substitute H.C.R. 10

Representative David Litvack proposes to substitute the following bill:

             1
RESOLUTION ON HOUSING PRESERVATION

             2
2001 GENERAL SESSION

             3
STATE OF UTAH

             4
Sponsor: David Litvack

             5      This concurrent resolution of the Legislature and the Governor urges the United States
             6      Congress to make the preservation of federally subsidized, project-based low income housing
             7      a top priority. The resolution urges Congress to work with the state of Utah to form public
             8      and private partnerships to resolve affordable housing problems.
             9      Be it resolved by the Legislature of the state of Utah, the Governor concurring therein:
             10          WHEREAS, there is a critical need for low income affordable housing throughout the state
             11      of Utah;
             12          WHEREAS, this need is partially met by the thousands of federally subsidized,
             13      project-based low income housing units in the state;
             14          WHEREAS, federally subsidized, project-based low income housing assists some of Utah's
             15      senior citizens, people with disabilities, and single parent and working poor families;
             16          WHEREAS, the federally subsidized low income housing contracts expire over the next
             17      five years;
             18          WHEREAS, many of the these federally subsidized low income housing contracts may not
             19      be renewed and the housing units they provide could be lost from the state's already severely
             20      limited low income housing inventory; and
             21          WHEREAS, the loss of this housing could be harmful to the residents served and would
             22      have a serious impact on low income housing efforts statewide:
             23          NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah, the
             24      Governor concurring therein, urge the United States Congress to make the preservation of federally
             25      subsidized, project-based low income housing properties a top priority.

             26          BE IT FURTHER RESOLVED that the Legislature and the Governor urge Congress to
             27      work with the state of Utah to form public and private partnerships in all potentially affected
             28      communities for the purpose of designing the best local solution to the affordable housing
             29      problem.
             30          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the President of the
             31      United States Senate, the Speaker of the United States House of Representatives, the Utah Division
             32      of Community Development and the Olene Walker Housing Trust Fund.
