RESOLUTION PROMOTING FINANCIAL

LITERACY FOR UTAH STUDENTS

2002 GENERAL SESSION

STATE OF UTAH

Sponsor: David L. Hogue

                  This joint resolution of the Legislature urges Utah public school districts to ensure that
                  school curriculums promote financial literacy among students.
                  Be it resolved by the Legislature of the state of Utah:
                      WHEREAS, many citizens in the state continue to be plagued by bankruptcy;
                      WHEREAS, Utah has one of the highest bankruptcy rates per capita in the United States;
                      WHEREAS, family financial education begins in the home, and can be strengthened and
                  reinforced in the school setting;
                      WHEREAS, high school seniors generally lack financial literacy, from basic budgeting to
                  financial investments;
                      WHEREAS, many high school seniors enter adulthood unprepared for the financial
                  challenges of today;
                      WHEREAS, public school districts are in a unique position to address the lack of financial
                  literacy among the students in their charge;
                      WHEREAS, school districts should review school curriculums to determine weaknesses
                  that do not adequately prepare students for future financial responsibilities and make the needed
                  corrections;
                      WHEREAS, in their review of existing curriculums, school districts should consider
                  whether to improve their existing program internally or utilize sources outside the curriculum to
                  ensure that students leave school with greater knowledge and better preparation to meet future
                  financial challenges; and
                      WHEREAS, not only will financial literacy help Utah students compete in the financial
                  marketplace, it could be an important key to their financial survival:
                      NOW, THEREFORE, BE IT RESOLVED that the Legislature of the state of Utah urges
                  Utah's public school districts to review their curriculums to determine where they can strengthen

                  the financial literacy of Utah's students.
                      BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Utah State Board
                  of Regents, the Utah State Office of Education, the Utah Parent Teachers' Association, and each
                  public school district in the state.
