Rep. Thompson called the meeting to order at 8:13 a.m.

MOTION:    Rep. Buffmire moved to approve the minutes of the January 27, 2004 meeting. The motion passed unanimously with Rep. Mascaro absent for the vote.

S.B. 68S1    Prohibition of Public Funding for Abortion (Sen. C. Bramble)

Sen. Bramble introduced 1st Sub. S.B. 68 and explained it to the committee.

Spoke against the bill:    Karrie Galloway, Planned Parenthood

Spoke in favor of the bill:    Gayle Ruzicka, Eagle Forum

Spoke to the bill:    Kim Wirthlin, University of Utah

MOTION:    Rep. Litvack moved to amend the bill as follows:

1.    Page 2, Lines 42 through 45 :    

             42          76-7-326. Public funding of abortion forbidden.
             43          (1) Public funds of the state, its institutions, or its political subdivisions may not be
             44      used to pay or otherwise reimburse
[[   , either   ]] directly      [[   or indirectly,   ]] any person, agency, or facility

             45      for the performance of any induced abortion service, unless:


The motion to amend the bill failed with Rep. Buffmire, Rep. Jones, and Rep. Litvack voting in favor of the motion.

MOTION:    Rep. Lockhart moved to pass the bill out favorably. The motion passed with Rep. Buffmire, Rep. Jones, and Rep. Litvack voting in opposition to the motion.


H.B. 188    Donation of Surplus Computers to Persons with a Disability (Rep. C. Bird)

Rep. Bird introduced H.B. 188 and explained it to the committee.

Rep. Bennion introduced H.B. 94 and explained it to the committee.

MOTION:    Rep. Buffmire moved to pass the bill out favorably. The motion passed unanimously with Rep. Lockhart and Rep. Mascaro absent for the vote.

S.B. 30    Medical Benefits Recovery Act Amendments (Sen. S. Killpack)

Sen. Killpack introduced S.B. 30 and explained it to the committee.

MOTION:    Rep. Litvack moved to adjourn and hear S.B. 30 at a subsequent meeting. The motion passed unanimously with Rep. Jones, Rep. Lockhart, and Rep. Mascaro absent for the vote.
