Rep. Bowman called the meeting to order at 8:10 a.m.

MOTION:    Rep. Dee moved to pass the minutes of the January 30, 2004 meeting. The         motion passed unanimously, with Rep. Harper, Rep. Jones, Rep. Morley, and Rep.         Wallace absent for the vote.

S.B. 73    Escape Amendments (Sen. T. Hatch)

Sen. Hatch explained the bill, assisted by Polly Samuels, Assistant Attorney General.

MOTION:    Rep. Bourdeaux moved to pass the bill out favorably. The motion passed              unanimously, with Rep. Morley and Rep. Wallace absent for the vote.

S.B. 21    Drug Offenders Reform Act (Sen. D. C. Buttars)

Sen. Buttars explained the bill, assisted by Ed McConkie, Executive Director, Committee on Criminal and Juvenile Justice, and Patrick Fleming, Salt Lake County Substance Abuse Center.

Spoke for the bill:    Suzanne Cunningham, Director, Criminal Justice Reform
            Lou Callister, Co-Chair, Advocates for Improved Understanding of             Addictive Disease

MOTION:    Rep. Wallace moved to pass the bill out favorably. The motion passed              unanimously, with Rep. Harper absent for the vote.

H.B. 103    Special District for Police Services (Rep. T. McCartney)

Rep. McCartney explained the bill, assisted by Alan Dayton, Deputy Mayor, Salt Lake County

Spoke to the bill:    Pat Cassity, Deputy Mayor, Sandy City
            Aaron Kennard, Salt Lake County Sheriff

MOTION:     Rep. Litvak moved to pass the bill out favorably, the motion passed, with Rep.         Christensen, Rep. Morley, and Rep. Wallace voting in opposition and Rep. Harper         absent for the vote.

MOTION:    Rep. Aagard moved to adjourn the meeting. The motion passed unanimously,         with Rep. Harper absent for the vote.
