Rep. Aagard called the meeting to order at 8:14 a.m.

MOTION:    Rep. Dee moved to approve the minutes of the February 3, 2004 meeting. The         motion passed unanimously, with Rep. Morley and Rep. Wallace absent for the         vote.

H.B. 222    Robbery Amendments (Rep. C. Frank)

Rep. Frank explained the bill.

MOTION:    Rep. Bowman moved to pass the bill out favorably. The motion passed              unanimously, with Rep. Morley and Rep. Wallace absent for the vote.

MOTION:    Rep. Bowman moved that H.B. 222 be placed on the consent calendar. The         motion passed unanimously, with Rep. Morley and Rep. Wallace absent for the         vote.


H.B. 237    Department of Corrections - Therapy Provider Qualifications (Rep. D. Bourdeaux)

Rep. Bourdeaux explained the bill.

Spoke for the bill:    Mark Payne, Superintendent, Utah State Hospital

MOTION:    Rep. Jones moved to pass the bill out favorably. The motion passed unanimously,         with Rep. Morley and Rep. Wallace absent for the vote.

MOTION:    Rep. Dee moved that H.B. 237 be placed on the consent calendar. The motion         passed unanimously, with Rep. Morley and Rep. Wallace absent for the vote.

H.B. 246    Prohibition of Cross Burning on Property (Rep. N. Hansen)

Rep. Hansen explained the bill and read numerous emails sent from 5th grade students at T.O. Smith Elementary School, Ogden Utah.

MOTION:    Rep. Wallace moved to pass the bill out favorably.

MOTION:    Rep. Bourdeaux moved to end the debate. The motion passed unanimously.

The motion to pass the bill out favorably passed, with Rep. Morley voting in opposition.

MOTION:    Rep. Bourdeaux moved to adjourn the meeting.

Rep. Aagard adjourned the meeting at 8:55 a.m.
